Bangladesh is seeking to connect skilled expatriate professionals with domestic research, investment and technology development as it pursues opportunities in artificial intelligence, semiconductors and digital infrastructure.
In an interview reported by Bangladesh Sangbad Sangstha (BSS) on November 6, State Minister for Foreign Affairs Shama Obaed Islam described the approach as “brain circulation”: enabling the exchange of expertise, research partnerships and capital even when professionals do not relocate permanently.
The state minister said discussions with American technology companies and academic institutions, including the University of California, Berkeley, and Arizona State University, had explored possible collaboration. The government is also pursuing semiconductor design capabilities, AI applications for agriculture and small businesses, and stronger digital infrastructure.
These remain ambitions and discussions, not confirmed factories or completed investment agreements. Their delivery will depend on skills development, research capacity, credible investment conditions and measurable projects.
